My name is Arinze Chilo-Offiah, i am a strategic leader, digital transformation expert, and policy innovator with over 14 years of cross-sector experience spanning public administration, investment banking, energy, and SME development. I have pioneered some of Nigeria’s most impactful job creation and human capital development programs, that has earned me the recognition as one of the most forward-thinking public servants in Africa’s innovation space.
My Journey
2023–Present: The Innovation Era – Digital Economy & the Innovation Age
Currently serving as Special Adviser to the Governor on Digital Economy & MSMEs and DG of the Enugu SME Center. I introduced innovations like the Human Capital Development Loan® (HCDL), Enugu Jobs Portal, Enugu Hackathons, and the 3MTT Youth Tech Partnership, empowering tens of thousands of Enugu youths.

2019 – 2023: Enugu—Scaling Vision with Systems
2014–2019: Entering Public Service & Building Anambra’s MSME Backbone
Appointed as Senior Special Assistant on Agriculture Investments, later GM of ANSIPPA and finally Executive Director of ASBA. I designed and implemented over ₦4B in SME-focused programs—industrial parks, youth funds, agrocredit, and transport financing—creating over. Led strategic investor relations across agriculture, energy, and infrastructure—facilitating over $1.6B in private-sector commitments to Anambra State.
2009–2013: Laying the Financial Foundation
Started my career in Nigeria’s top-tier investment firms (Afrinvest, Vetiva Capital, Fidelity Bank), where i worked on high-impact infrastructure financing, SME funding structures, and privatization of Nigeria’s power sector.

My journey began long before public office—rooted in the values of discipline, impact, and possibility. I studied at Olashore International School, and then Northeastern University, Boston, where i earned a degree in Business Administration with a concentration in Finance and Insurance.
